bhyve Idle Windows 11 bhyve guests high CPU usage

for comparison: on one of our hosts we have an idle Windows 11 and an almost idle Windows 2016 Server running. Windows 11 consumes between 27 and 28% CPU time whereas Windows 2016 Server is consuming 0.5% CPU time.
 
For what its worth, I just migrated from Proxmox where my Windows 11 VM ran fine (it was snappy and didn't consume high amounts of CPU). On FreeBSD 15.0 and bhyve, it is barely usable. Opening a new Explorer window takes 5 seconds to fully render, etc (via RDP). The resource allocations are equal or greater on the FreeBSD system compared to Proxmox. I'm seeing near-continuous CPU usage of 10-25% for "system interrupts" within Windows task manager. Something definitely seems amiss.
