What ipfw can do that pf can't:
1) MAC level filtering
2) procedural control (branching etc)
3) dummynet stuff
What pf can do that ipfw can't:
1) OS fingerprinting
2) automated overload (quarantine brute-force or DOS attacks)
3) packet scrubbing...

To unload the kernel, followed by
