ping to pkg.freebsd.org, 12.0% packet loss, time is about 130ping is not good enough of a test. Also, pkg upgrade goes to one of pkg.freebsd.org mirrors, not www.freebsd.org.
I got 12.70 Mbps download speed, 29.31 Mbps upload speed, idle latency 15, download latency 14, upload latency 1122unicorn what does https://www.speedtest.net say about your connection? Do you have a slow connection anywhere else?
