Why man(1) sections ordered the way they are?

I came across the thread 'Stupid question I always wanted to ask' and realized that I do have one too. So the title says it: why are they?

I suspect that there was no very logical reason for this order (or perhaps it was?). If I would design such thing, I'd probably choose kind of order, where sections would have their place depending on the level of their abstraction for end-user. So, if we have user utilities in section 1, I would expect games to be in section 2, system (root) utilities - in section 3, files - in 4 and so on, and kernel programming interfaces and system calls would be in the end. And I would put miscellaneous pages in section 9.

So, if there indeed was no explicit reason, do you have any guesses (or theories :)) about it?
