Solved What would the CIA do?

Perhaps try something like these instructions to access the phone's filesystem using adb.

The problem then is to try to figure out where it's blocking when you boot it. There is a full description of the filesystem here
and descriptions of the boot process here https://www.linkedin.com/pulse/deep-dive-android-boot-process-step-by-step-breakdown-santilli-9cdbf
and here https://medium.com/@samirdubey/how-...e-android-booting-process-part-1-356031b9d080

Of course what would help most is finding someone with android development experience to help you, it's not an area I have delved into.

If the data isn't encrypted, experienced data recovery company has good chance of recovering it. No need for CIA or Mossad.

In conclusion to this thread, what seem to be the available options to me are to recover via ADB, or solder out the flash storage and try to connect it somewhere and read it.

No. If you care about your data, you shouldn't touch it with a soldering iron. You should entrust it to someone who has been doing this for years. Here's how it looks in practice:

Be warned, there are many inexperienced data recovery specialists whose promises are far from their expertise. They will only worsen your situation, or make your data completely unrecoverable. Choose wisely.
