pkg(8): "An error occured while fetching package: No error"

I had the same issue on a host with 14.3-RELEASE-p1. In my jails it works fine. I was already giving up, but found this thread.
certctl rehash fixed it also for me.
 
I ran into this today. Turns out my battery that kept bios setting like the date and time saved had died. Setting date fixed it. Certs need accurate time to validate.

Time to order a new battery.
