Hooray, I've managed to compile and install graphics/cinepaint (although with gcc48 it was needed to swap $CCLD to $CXX in many Makefiles in plug-in dirs.)
The problem was that for some unknown reason there were very old (5 years!) *.pc files in the wrong place: /usr/local/lib/pkgconfig/. But somehow almost all other ports worked!
