Blurry images cannot be sharpened.

With this said, you can use Gimp3 for fine visual control or Image Magick.

I am big fan of High Pass method:

graphics/gmic is a commandline tool for this kind of work that is more powerful than ImageMagick. It has various sharpening algorithms.

I've just installed GIMP for the first time and it seems what I would call 'full featured' so I have no idea where to find an image sharpening feature.

Anyone know where I should look?

did you install
graphics/gimp3-app or gimp2? You have also g'mic-qt plugin for Gimp3.
open your picture and look at Filters.

If you're OK with 2x (, 4x, 8x, ...) upscaling, maybe graphics/realesrgan-ncnn-vulkan gives better results.

Note that the latter cannot generate sane outputs with some PNGs, maybe some color space are NOT supported? Workaround may be reading the problematic PNG file with gimp and simply save with its default PNG configurations. Krita saves as problematic configuration at least by default.

You can't recover entropy. It's a rule of physics. So something blurry can't be unblurred. Unblurring isn't even a word, which it would be if it were possible. You can use AI to hallucinate an answer, or look at it again an again and arrive at different results. It's like white noise. If you listen over and over to white noise, you'll hear voices. It's not real. It's hallucinations.
