You don't need to run poudriere-pkgclean, one of the first things a bulk run does is delete any outdated packages. Doesn't hurt to run pkgclean every now and then though, if only to clean up.

I found ports-mgmt/poudriere bulk build ignore upgradeable ports before.
Remove and reinstall ports fixed.
But now this problem is happening again.
This case: net-mgmt/ng_ipacct, it dependence on by net/mpd5 and contain in pkglist file...

The chances are, if you're getting that message, that somewhere along the line you switched to pkgbase--maybe you forgot? You have to have some pkgbase something there to get that message.
