Just wondering - there's /usr/local/sbin/pkg and /usr/sbin/pkg. The former is called when you run pkg. They also have slightly different permissions (755 and 555) and different file sizes.
The /usr/sbin/pkg file is the bootstrap program for downloading and installing the ports-mgmt/pkg package from an official mirror when the package is not yet installed.
