I think the consistent position on the is likely a hint; think about a service files doing something like:

Starting blah: waiting...done.

If other things are started after blah, it's possible that blah is in the background, eventually finishes and the last dot gets printed on some random line.
DHCP is interesting because if you are trying to configure a wireless interface, you need wpa_supplicant to finish before DHCP can run for that interface so things can get delayed for a bit sometimes.
