Solved USB_ERR_TIMEOUT

I'm running FreeBSD 13.1-p2, on system startup I have to wait awhile for some USB errors before system starts, any ideas to track the culprit?

Wasn't aware of the usb_quirks, thanks. Tried that no difference
 
Nearly 12 months later, finally managed to resolve this issue. Tldr: clear cmos via motherboard.

After installing Windows to see if there was an issue in Windows, the blue USB 3.0 ports wasn't working the red 3.2 ports were and device manager was showing problem with "Device Descriptor Request Failed (Unknown USB device)". After flashing bios multiple times [over the period had this issue] and trying various drivers within Windows, I'd given up. Earlier today I cleared the cmos via the motherboard and all the errors seem to have gone away within Windows, booted back into FreeBSD and the errors have vanished from there too.

Guessing it was something that happened after one of the bios updates and clearing the cmos resolved the issue.

After flashing the BIOS it's usually a good idea to 'reset' the BIOS settings (load defaults). Then redo all the changes you need to make, enabling VT-x or XMP, boot order, etc. A lot of BIOS settings can be hidden by the OEM, so you're not always able to see (or change) those settings.

Didn't work from bios load defaults only physical clear cmos button on motherboard for some reason ¯\_(ツ)_/¯
