Solved unable to hotplug mouse with X11 running

I *thought* I was able to previously hotplug a USB mouse while X11 was running (on a physical machine), but it does not appear to be the case any longer, perhaps I changed something on my system. I also tested this before with X11 running in a jailed guest and that certainly did not work.

It appears /dev/input/event7 is the mouse and I can see it being removed when I unplug the mouse and added once I plug it back in. I am tailing /var/log/Xorg.0.log and I don't see any output changes as all of this is happening.

The service, dbus is running.

EDIT:
I booted Nomad BSD and tested unplugging a mouse and plugging it back in and it works, so it must be something I have configured. What it is is anyone's guess, I'm trying to sort that out.

Also, I am launching X without a greeter on my FreeBSD box whereas Nomad BSD is using sddm.
 
I rebuilt my system and it is working with no changes. Tailing Xorg.0.log showed the device appear and disappear as I plugged in the mouse and subsequently unplugged it.
