Solved Unable to block

I'm trying to block an IP, but it's not blocking any.

I'm trying to block them from connecting to port 80. After putting IP in /usr/local/etc/pf.blocked.ip.conf and reloading, they can still connect. What am I doing wrong?

Remember PF is last match wins except when the quick keyword is used. Your rules will always match on that port 80 rule and never get evaluated down to the bottom. If you just want to drop everything from the block list move that section to the top. Alternately drop the quick keyword from your whole ruleset and it will get evaluated to the end.

I just put it at the top before the other rules, and it seems to be working. Thanks!
