Trying to understand the "METHOD"s in the .m files in the source tree.

I have been reading some FreeBSD 15.0-RELEASE source code and found some files which end in .m, apparently they generate some functions like TPM_TRANSIT, when having some bodyless function definition, but after trying and failing to understand the Makefile at the root of the FreeBSD source code, I have any idea of how such code works.
Do someone have any idea of this?

where -c   produce only .c files
      -h   produce only .h files
      -p   use the path component in the source file for destination dir
      -l   set line width for output files [80]
      -d   switch on debugging
