Is there a utility for monitoring available swap space, and is there any way of increasing it if it keeps getting exhausted?

Instead of blindly increasing swap you should find out why it's eating up all your swap. Maybe the machine actually needs more memory. Maybe you have a run-away process that eats up your memory.
