I'm also having this identical problem. Portmaster yields the same result. FreeBSD 10R-p7

Ran pkg2ng, added WITH_PKGNG=yes to /etc/make.conf.

Now all is working again.

No, it’s not weird: there has to be a package management tool in the system, whether you use pre-built packages or ports to install them.

Well, almost. It used to be possible to use the ports system with no package registration at all (by setting NO_PKG_REGISTER) meaning the ports you installed weren't showing in pkg_info listing. PKG and staging changes that because only pkg(8) knows how to deal with the pkg-plist file that is used for the real installation now from the temporary stage directory.
 
Thanks @kpa, I didn't know that. I came to FreeBSD very recently, when the new package system had started replacing the old one.
