It's possible that your browser is cached or something, if it's consistently been the past few days.

Otherwise, it's exactly what it says: the server is temporarily overloaded and it's not serving up requests to non-logged in users.

Have you made an account? If you log in, it should serve things up fine.
 
Interesting, i just created account to see whats will happen and yes - im able to search for packages. Is this something made on purpose or the way traffic flows it prioritize registered users ?

As far as I understood it, when the server gets overloaded with 'anonymous' requests it's going to throttle those and show the "Server too busy" message. If you have an account (and are logged in) you'll still be able to access it.
 
I don't know the internals of it. Seems like a design decision to prioritize registered users. The error message you shared says it all!
I kinda understood that message differently .. i thought it will be show nothing or come back later ... something within these lines :)
