Indeed you hit the problem on the head. Apparently the same with my Rock64 problem.

I see RK3399 has overlay in /boot/dtb/overlay/ to disable eMMC.
I might de-compile to see what it does.

SD card works during u-boot, but not after kernel starts (mmc0: error -110 whil)
