PF pf rules that allow vlan traffic

If I have the simplest possible "allow everything" ruleset like this;

pass in quick all
pass out quick all

Will this pass all traffic with VLAN header set ? It will pass everything, no matter what vlan is set ?

If not, what would a "allow everything" ruleset look like that DID pass all vlan traffic ?
