Solved pdf reader/utility for latest Adobe changes

Recently we began to encounter the following message when opening newly revised form obtained from the government:
Please wait...If this message is not eventually replaced by the proper contents of the document, your PDFviewer
may not be able to display this type of document.

You can upgrade to the latest version of Adobe Reader for Windows®, Mac, or Linux® by
visiting http://www.adobe.com/go/reader_download.

Every tool that I have tried gives the same message. Acrobat Reader is not, insofar as I am aware, available for FreeBSD. Is there any solution for this?

Firefox's built-in PDF viewer allows you to view almost all PDF files found on the web without an external application (exceptions to this are PDF files with a MIME type incorrectly set).
Nothing about the version.
