Solved max turbo frequency

Hello.

I have Dell 720xd with 2xE5-2680v2 with base freq 2.8Ghz and max turbo frequency 3.6Ghz. I enabled turbo boost control by OS in bios and enabled powerd with "-a hiadaptive". Problem is i cannot reach 3.6Ghz even if system is idle and i'm loading go 100% only one core. It boosts maximum to 3.1Ghz.

When i load 1 core with "cpuset -l0 yes>/dev/null" it boosts entrie cpu to 3.1Ghz. powerd does not affects anything - if i stop it, nothing changing - it still boosts to 3.1 Ggz. I tried to set "Dell controoled turbo", to control TB with bios - result is the same, boosts only to 3.1GHz entrie CPU.

How i can get 3.6Ghz on this CPU? :(
