Solved Issue upgrading from 10.1 to 10.3 with freebsd-update

I'm trying to upgrade from 10.1-RELEASE to 10.3-RELEASE. I did freebsd-update -r 10.3-RELEASE upgrade. It prompted me with a few diffs to look at--so far, so good--then did this:

No updates needed to update system to 10.3-RELEASE-p2.

To install the downloaded upgrades, run "/usr/sbin/freebsd-update install".

I'm not sure what happened or where to go from here other than manually rebuilding things.
