ISP blocking/blocked by forums.freebsd.org

I can't reach this site from my home connection in Singapore, it's an ISP called Starhub. Been like this for months now, in fact I can't remember if it ever worked from home. But at work I use a different ISP (Singnet) and the site always works. The browser always says "Connection reset" but yet "telnet forums.freebsd.org 80" opens a connection successfully. I contacted my home ISP tech support, they say it's the site, they say other ISPs in Singapore also have problem with this site. But they are wrong, Singnet at work always works. My phone's 3G connection, also Singnet, also works with this site. My friend can't access on his phone using yet another Singapopre ISP (M1). So basically in Singapore there 3 ISPs (Starhub, Singnet and M1), one works, the other two can't access forums.freebsd.org.

Is it the Singapore ISPs? Is it forums.freebsd.org blocking certain IP blocks? Or could it be the government proxy (they spy on us here, it's a Police State). But then why only certain ISPs.
