Solved Incorrect timezone

Hai!

I think that a incorrect timezone has been set during installation. Now i I don't know how to fix it.
Code:
# uname -a
FreeBSD relay3 10.2-RELEASE-p14 FreeBSD 10.2-RELEASE-p14 #0 r297538M: Mon Apr 4 17:29:33 KRAT 2016 root@relay3:/usr/obj/usr/src/sys/GENERIC amd64

On my another system seems like that
Code:
FreeBSD relay4 10.2-RELEASE FreeBSD 10.2-RELEASE #0 r286666: Wed Aug 12 15:26:37 UTC 2015 root@releng1.nyi.freebsd.org:/usr/obj/usr/src/sys/GENERIC amd64

# date
Tue Apr 5 10:38:54 MSK 2016

# service ntpd restart
Stopping ntpd.
Waiting for PIDS: 529.
Starting ntpd.

Code:
# date
Tue Apr 5 10:42:49 MSK 2016
after 5 sec
Code:
# date
Tue Apr 5 10:39:54 MSK 2016
time back 3 min....

What I did
cp /usr/share/zoneinfo/Europe/Moscow /etc/localtime
setenv TZ Europe/Moscow
but it does not work.
