really!? from the outside of the vehicle looking in thru the windshield...that's how a cop would do it....and if for some reason you cant then there are a number of other ways: for instance, it is not all that difficult to read upside down printed text...where it becomes difficult is if it is written in cursive....and it you MUST...there is always the mirror function in gimp.
You mean make a string of the number? I would try to fix it to horizontal, then mess with the contrast to make the digits clear and use some image to text tool to pull the number in ASCII from a selection.
Or manually write it down...
