I don't have a setup to test, but looking at the two repos instructions they do seem a little conflicting - I would go with what labwc say and do the following:
Copy the 'Arc-Clone' directory from the git repo you have cloned to '~/.local/share/themes/'
So you should end up with '~/.local/share/themes/Arc-Clone/openbox-3/{*theme files*}'

I'm not sure how labwc configures the themes itself, does it have some kind of GUI for that? I did a quick search and came across this project by labwc themselves which may be of use to you: https://github.com/labwc/labwc-tweaks

I think i found a key.
I think there is an rc.xml where you put the theme.

Labwc uses openbox-3.6 specification for configuration and theming, but does not support all options.
