I should know this, and may have done it in the past. Though I can't find anything to directly go from ZIP to ISO. I could do multiple conversions. Extracting it in a directory can mess up the permissions, before converting it into an ISO file, so I won't do that.

Edit: I came here too soon. I'm looking at ports. Then again, looks like nothing. Might need internet archiver or piping commands.

Maybe, I can use archivers/7-zip to unpack, but pipe its output directly to mkisofs from sysutils/cdrtools.
 
unzip filename.zip worked, since the iso file was already included in it. unzip is in the base system, while filesystems/zip is in ports. If it didn't have the iso included, I would have piped | it to mkisofs which comes from sysutils/cdrtools. That helped get it going though.
