FreeBSD 14 and setenv

Forgive me if I have missed some recent change but as a long time FreeBSD user setenv is pretty important and seems to be missing from an install of 14.0 I just completed. What I find stranger is that .cshrc references setenv numerous times which is going to be difficult if it's not there as part of the base install.

I almost feel like I have performed a minimal install of slackware with no packages at all.
Is this some kind of oversight or a change?
 
Thanks for that, I always assumed it was a binary. Looked a little deeper, apparently, they have changed the default shell to sh, switched back to csh and now I feel more at home.
