Fast charging from a laptop

TBH, a battery pack is probably a better option if you do manage to get charging to work fast enough with the laptop, as you're still putting additional stress on the power system and/or battery. If you're plugging in, then just get a decent surge protector with a second port and use that to charge the phone.

Ultimately, YMMV, but there's probably a reason why the laptop hasn't got USB-PD support.
 
When I worked for FUjitsu , there was a DESKTOP computer with USB-C that nominally provided 15 Watts.
If customer wanted to provide more power , it was possible to install a PCIe card the feed power to the USB-C
so the USB-C could provide up to 60 watts by "stealing" power from the PCIe bus.
This allowed you to power Touch-screens from the USB-C connector.
 
As others have mentioned, unless your machine has a port, usually a minimum of USB 3.0 or higher, that's got a yellow charging port and a matching yellow tip on the end of the charging cable.

I had an old hand-me-down work laptop from my dads which was a Lenovo X1 Carbon 6th Generation. I also have an HP Chromebook that I purchased a couple of years back, and it came with a USB 3 USB-charge. Not only can I charge said Chromebook but on said Chromebook but it can also charge my iPhone.
