bhyve can we add a device or storage to a running bhyve instance?

Such tools like incus allows on linux to add a new network device to the running instance : https://linuxcontainers.org/incus/docs/main/howto/network_create/#attach-a-network-to-an-instance

Can it also be done on bhyve?

On your bhyve host you can configure multiple bridges attached to different networks and simply switch vm's tap interface between bridges. But still there is no possibilities to attach a new tap interface to the running vm.
