The variable can contain arguments to ifconfig(8),
as well as special case-insensitive keywords described below.
Such keywords are removed before passing the value to
ifconfig(8) while the order of the other arguments is
preserved.

AFAIK you can provide own hash of given password when creating/changing user. So take one from passwd file where your root already has what you want and try that?
You can also try to run /bin/sh and there this for i in `seq 20` ; do echo $i >> file && cat file && echo '========================' ; done ; - it will append sequence starting from 1 to file and immediately show content of file.
I would side with Eric. I am working remotely on FreeBSD/ZFS webservers for years and never have such problem. If you see old content with cat, maybe your editor didn't finished transfer yet? Assuming you are using something downloading/uploading files in background over SFTP/SCP.
What I do in such situation is using du -h -d 1 / to dissect most "offending" directories. -h means human readable, -d 1 is directory depth (i. e. count everything in tree and display sum only one step down) and / means start at root of the filesystem. I usually get one or two really big...
Guess - you installed emacs on the host OS when 13.1 release was still supported. Now package builders run on 13.2 (AFAIK always last supported minor release for given major version) and when you installed emacs in the jail, you got package built on newer OS.
You don't have to copy default file, just override values you want in /etc/periodic.conf and you are good to go. /etc/periodic.conf.local would override /etc/periodic.conf values, useful if you have on periodic.conf shared/distributed over multiple machines and wan't some local only adjustments...
