The level of expertise for Linux against BSD in Europe is huge. Germans deal with Linux far more than they do FreeBSD, I guess it is the same thing in France.
I have already wrote this once but I've been shunned by somebody who I believe had a zero angle view on things - I cannot force FreeBSD in my org who deals with big European government projects, where Linux is used, where Kubernetes is used, where Docker is used and where Nix is used, because, technically, theoretically, FreeBSD is able to do it all, but who's gonna support that? Me? Hell no.
Go to any job site and see how many devops jobs are for Linux/Kubernetes and how many there are for custom clusters using FreeBSD tech. For the latter 99% sure you won't find any at the given time.
Basically the notion that big org made error in picking Linux over BSD is flawed from the get go, as 'outsider' cannot include even 1% of the requirements at hand to form the opinion; somebody takes his own view/bias and applies it to a place where it isn't relevant at all. You can't possibly know what factors France had to take into account.
