sshd issues after upgrade to 14.3

I did a long overdue upgrade from 13.2 > 13.5 then to 14.3

I have ended up with a broken sshd.

The initial issue was that sshd wouldn't start, reporting sshd-session wan't found in /usr/libexec. It was at /usr/local/libexec/sshd-session
copied it over and sshd started.

The sshd starts, but clients reported kex_exchange_identification: Connection closed by remote

Tried removing /etc/ssh/ssh_host_* and restarting sshd.
Now clients connect, but that is it.

Other things seem ok, but I haven't been able to progress with rebuilding the database & web apps yet.

any tips to find the cause or reinstall the base 14.3 over the top?
 
I did have some ports I built in use in order to get extra application required settings, so maybe something was installed along with that.

In the end another update has tidied it up
The following files will be updated as part of updating to
14.3-RELEASE-p16:
/usr/libexec/ssh-pkcs11-helper
/usr/libexec/ssh-sk-helper
/usr/libexec/sshd-session

There were also a few old versions of files in /etc that I manually updated from the 14.3 base.txz and finally had sshd working again.

I am considering saveing things like rc.conf and then extracting the whole of 14.3 base.txz over the top and updating again.
