Then the government decided certificates were needed to prove the job had been done properly and since only tradespeople could issue such certificates it became illegal to do these jobs without employing a tradesperson to certify it, which they'd often refuse to do unless they'd been hired for the whole job or would charge nearly as much. As for the tradespeople, just because they certify the work doesn't mean it necessarily complies. That depends on the worker's honesty.
