PF pf control the icmp reply according the coming in IP

if icmp request has TOS ，how do i make reply with the same TOS，even other error reply from system

Just don't set the TOS in pf using set-tos. According RFC 1349 the ICMP reply are send back with the same TOS as the request and the ICMP errors are always send with TOS 0
