Solved arm6 Jail on an amd64 machine?

I am interested in the question.
Is it possible to create for example an arm6 Jail on an amd64 machine?
I read that ports-mgmt/poudriere and QEMU can create such a Jail for cross compilation.
Is it possible to create an arm6 Jail without Poudriere?
