vlan bridge does not work if physical interface is also in a bridge.

I have simplified to desired configuration to illustrate the issue.
I have 2 bridges. The first bridge has the physical interface and the second bridge has the vlan interface.

This is in a VM and I can ping an interface on a reachable VM on the 62 network, but I cannot ping the the reachable VM on the vlan network (192.168.200).
The ping on the vlan network is successful if I take the bridge0 0 down, i.e. ifconfig bridge0 down.

Is there a way to make this work with both bridges up?
The intent is to add more interfaces to the bridge, but the single interface example illustrates the issue.
