If the CPU radiator is not making good contact to the CPU it may feel cold while the cpu is overheating. It may also turn off due to bad power but it's unlikely with this cpu.
Try with some CPU stress test to see if it's turning off under load.
I'm fairly sure your data is gone. You forgot the first, and most important, rule of data recovery; DO NOT WRITE ANYTHING to the disk you're trying to recover.
