Appears to be missing from the FreeBSD-kmods repository, which probably means the version you have installed is actually for 14.2-RELEASE and likely fails to load.

That's what I was thinking too, but I expected that option to only enable if you added -b <branch> on the poudriere-bulk command (which you didn't have).
Finally, to address this issue for FreeBSD14.3 jails, my solution - completely disable PACKAGE_FETCH support:

Here in the US those not liking their job have the freedom to find a better job.
Those having only the limited skills to bus tables are stuck. This is on them.

This seems to me to be a troll rather than a genuine support request.
Oh, this might be the problem. That nobody user isn't allowed to update the package database, that might be the issue here. It appears to fail right after pkg attempted to update the locally cached repository data...
