You cannot use dd(1) for writing to an optical disc at all. You must use specialized tools such as cdrecord(1) (sysutils/cdrtools) or xorriso(1) (sysutils/xorriso, ‑blank parameter seems to be applicable). If you intend to wipe the disc for reasons of data protection, I recommend mechanical destruction (but it ultimately depends on your paranoia level).
RW Optical Media writes to the disk in 'sessions' if I remember right.
It's not unlimited. You can only write so many sessions to a RW disk.
Another way to look at it is DVD's must be authored. You need to use a tool that can author optical media.
Usually that term is used for video on optical media. Not file based session..
