/home is just a symbolic link to /usr/home. As to that distinction between the two, there is plenty of discussion if you do a search for it and there is likely a good historical reason, such as making partitioning disk easier and using a small / filesystem. For pretty much anything else layout wise, hier(7) has got you covered.
