There is a general rule on this forum that questions of the type "why is FreeBSD not more like Linux..." are not welcome. At the very top of the forum, there is a thread that says "required reading" which explains this.

FreeBSD is not Linux, it is not a Linux distribution, it does not contain Linux code. It does not natively run any Linux application or program, whether it be Debian, RedHat, Fedora, Slackware, SUSE or any other distribution. You can not install any deb files (nor rpm packages nor flat packs nor docker thingies nor ...) on FreeBSD; you can install ports and packages. The fact that you are asking this question makes me wonder whether you understand that difference.

There exists a Linux compatibility tool in FreeBSD. It is described in the handbook. I have no idea how well it works, how compatible it is, whether you can install whole packages on it, since I personally have never used it.
