By tiling WM you mean one that has a fixed layout like this:

where e.g. upper left I have system monitors, lower left are other tools e.g. an online dictionary & clock, and the bigger right windows are for the apps I run? And you want to change this fixed layout at runtime?
KWin can be configured at runtime with a plethora of options, among them are different placement strategies. For the smaller fixed parts of the example above I have control bars for that. But that's not what you mean I guess.
