Is your host 32bit? I've got similar error wen trying to run NeBSD 64bit under Windows 32bits on my son's laptop.

Beside selecting a 64‑bit image, have you set the guest type to 64‑bit? Cmp. Thread 84667 (General → Basic → Version). Is hardware virtualization enabled in the host UEFI BIOS?​

The lack of capitalization, 拢 Mode. Hahaha. But you understand that for backward compatibility x86 CPUs start in real mode and need to be switched to long “64‑bit” mode before all the fancy extensions are available.​
