Xfce What part of GNOME or XFCE do I have to run to get Emacs keys in Chrome?

I configure GTK to have Emacs keys in text boxes, e.g. in Chrome text inputs like this forum, with
'gtk-key-theme-name = "Emacs"' in various places like ~/.gtkrc-2.0, ~/.gtkrc-3.0 etc

However, that only works when I have a GNOME or XFCE session actually up. With a plain fvwm2 session it does not. I have been running XFCE with fvwm2 as a workaround, but I don't want the full desktop experience.

Which process, which program from the desktop environment do I have to run so that this setting makes it into Chrome and Firefox?

This has been frustrating me for years, and it still works by default on Mac. It used to work on FreeBSD and Linux by just setting it for gtk many years ago, but it must have been changed to run through a background process.
