As near as I can see, wcm requires X to be running. Were you running X or just doing this in console. I just tried it on 13.2 and when I ran it in console, got the message that you show. For it to run I had to startx and then run wcm.

And then you can run WCM from the FreeBSD console by using startx /usr/local/bin/wcm
