Not entirely. Black indicates an "unconfirmed" user (less than 10 posts and/or 10 days of membership). Although technically you're not entirely incorrect: an unconfirmed user is also a junior member (i.e. less than 100 posts) :stud ;) After all, @bkouhi is a junior member (although probably not for much longer) but shows up in red, not black :r

To complete the picture: green is for moderators, bright red is for administrators, blue is for FreeBSD developers, @ indicates a committer, + indicates a friend (whatever that means exactly) and a * indicates an anonymous user (i.e. someone who doesn't want to be seen in the Who's Online list, it's staff prerogative to be able to see them anyway).
