Shutdown -p now; Not Powering Off

This was working fine on the same system after upgrading from 14.3 to 15-RELEASE. One day I decided to do a clean install to try ZFS and binpkg, now I have this issue.
  1. boot system
  2. shutdown -p now works as expected.
  3. boot system
  4. use system for an unknown amount of time.
  5. shutdown -p now does everything except power off the system.
After searching online I tried several suggestions:

hw.efi.poweroff=0
hw.usb.no_shutdown_wait=1

I tried both and either and none for no effective change in behavior. The console messages appear complete, as in the same as when it actually powers off. If anyone has an idea what could be causing the issue please let me know. I can shutdown as a regular user or root for step 2 above.
 
shutdown(8) suggests it is a hardware issue. Out of curiosity,
poweroff
is supposed to call /sbin/shutdown -p now. Do you get the same behavior? What if you give the full path to the shutdown command?
 
I get the same results with poweroff. I have a script to shutdown or reboot with dmenu that uses poweroff and that's how I noticed it. Keep in mind that I changed absolutely nothing in the system apart from the nvme drive. The old drive was also running 15-RELEASE only it was upgraded from 14.3 not freshly installed and it was using UFS not ZFS. I've been wondering if maybe ZFS is part of the problem?

Is that ^ what was leading you to suggest "a hardware issue."?
 
shutdown -p now worked for me to shutdown a 16.0-CURRENT server over ssh (Dell Precision M6500, Legacy/non-UEFI, no loader.conf hw/acpi settings, computer physically powered-off):

the hardware supports it since it worked before. the change was the FreeBSD 15 install. Or upgrade. Use the power button. shutdown -p now should work.
 
Anything in dmesg(8)? That's a weird one. I guess going back to 14.3 is too much work. Do you have a spare drive you could use to test out 14.3?
Not sure what to look for. I still have the other drive with 15-RELEASE upgraded from 14.3. I can install that but I know it works so I'm going to keep digging.
