Solved Severe Screen Flicker - Bottom 1" Only

I have severe screen flickering at bottom 1" of screen only,
anything above 1" is rock solid.

OS: Fresh install of FreeBSD v.13.1 RELEASE amd64.
Video Card: AMD ATI Radeon HD 4670 (listed as "Works" at freebsd/graphics).
Monitors: Dual monitor setup, both running at 1920 x 1080.
Desktop: Doesn't seem to matter. Same on KDE, LXQT, Mate. (this is a test machine,
so installed other desktops to help diagnose screen flickering.)

Any and all help appreciated.

Proved to be a bad video card.
Replaced with another card of same make and model.
Rock solid with no flicker!
